Loma Linda University Medical Center with Jtec Healthcare Construction Management has awarded Strategic Building Services as the Inspector of Record firm for one of the most unique hospital structures in California. Four seismic faults and numerous offset gullies, linear ridges, and other fault-related features surround Loma Linda Medical Center. In addition to it’s proximity to fault lines, the size, weight, and type of structure increase the complexity for not only the design and OSHPD plan review process; it is also due to the expedited schedule for construction.

In order to meet SB1953 compliance by the 2020 deadline, a collaborative plan review process with OSHPD has been chosen. The collaborative review includes 9 increments with multiple segmented plan review phases for each increment. This segmented review allows SBS to be part of the design process and assist in constructibility, code review, and lessons learned.

An on going review process by the IOR is critical to ensure there are no scope gaps, method of procedures are in place for upcoming work, special inspectors have clear direction and understand the required tracking process, and coordination with the OSHPD field staff to ensure the tracking methods meet the requirements of the AHJ. SBS provides the leadership that it takes to make this process efficient and effective.

  • The New Campus Transformation Project features a state-of-the-art acute care medical facility. This new structure is comprised of an 11-story Adult patient tower and a 4-story Children’s patient bed tower supported over a larger 6-story podium
  • The podium and towers are steel framed structures which are seismically isolated as a single structure below the podium level
  • The podium will provide an ED, Imaging, Lab, 16 Operating Rooms, Perianesthesia, Pharmacy, Dietary, Admin & Support
  • The building structure will be seismically isolated on Triple Friction Pendulum Bearings located under each column at the bottom of the podium level. The bearings will be supported off concrete pedestals on a mat foundation. Fluid viscous dampers will be attached to the foundation and the building across the isolation plane to provide supplemental viscous damping to the system and minimize the seismic displacement
  • The building is linked to the adjacent existing Children’s Hospital Building 7 & 8 and to the adjacent existing Schuman Pavilion by bridge structures with flexible corridor connections
  • There will be a seismic moat around the perimeter of the building that will accommodate the maximum movement of the isolated structure, including additional movements due to drift and displacement of the retaining wall
  • Around the perimeter, there is a permanent shot crete retaining wall supported with steel soldier piles and tieback anchors
  • Project also includes a detached emergency generator enclosure and underground fuel, domestic water and sanitary sewer tanks
